In the area where I live, Limburg (south of the Netherlands) the answers to the questions are:
1)Mostly they do not have magical powers. I know of only one story where they become invisible. In an 18th century city fire in Maasbree, the only house that was saved, belonged to a man who regularly let his stuff to the gnomes.
2)No, they where poor. The gnomes are called Auvermannetjes, Aardmannetjes or Avermannekes, here. They do lived underground, or in a hill. Also they used to live in old defence works, as long as it was below ground. But in all stories they are very poor.
3)Nearly all the gnomes did little chores. Most common was the cleaning of pots and pans. They would take the pots and pans at night and cook for themselves and bring them back in spick and span conditions. In other towns they cleaned the pots and pans, in exchange for food. At times they did the work of smithies and mills, in exchange for food. There are still farms with a special door, so the gnomes could get in the area where the pots and pans where. These where the real ones, not the made-up ones.
4)The gnomes here are told not to have worshiped a God. The only reference to religion is their intolerance for the sound of ringing church bells. In one occasion in the Belgium part of Limburg, there is a story, that part of their residence hill fell in on it self during the ringing of the bells. In the village of Haelen the gnomes also where driven away by the sound of church bells.
Most stories in these parts are based on real dwarfs. Dwarfs remained in these areas until the 20th century, and photos of them and their homes have survived (see weblink). You can still take a walking tour along some of their buildings.
The sad reality isthat the dwarfs where (the descendants of) the outcasts of society. Usually (mentally) handicapped children who where dropped outside of the towns in ancient times. They where feared to be possessed by the devil, although also the facilities and knowledge to raise handicapped children was not available. The children grew up with little to no parental supervision and education. Malnutrition and illnesses hampered their growth. It was not until the late 19th century until people started to care about these outcasts. They received aid and help, and children with disabilities received care instead of exile. This led to the disappearance of the dwarfs entirely from our area.

Yes Gnomes have magickal powers and they try to keep the earth safe from us humans.
they were foeced under ground by us humans because our train of thought no longer has the power of magick involved. they show themselves to believers
they do hold treasures and sometimes grant people a good day among many other gifts. they are often very mischevievios and llike to play tricks on people and often have an attitude. i mean c'mon that is what they say in the folklore.

Yes to the first two questions, third answer, Gnomes try to keep the integrity,natural goodness and magic here on Earth, that is, protect her from us humans, fourth answer...don't know!

Hmmm... here's my thoughts:
1. No, gnomes do not have powers, they're just a bunch of miniature guys prentending to be dwarves. Dwarves got powers, rip-off gnomes don't
2. Again, no. These are mostly kept by dwarves and leprechauns, not by those stupid gnomes.
3. They bore holes in the ground, so I think they function more or less like earthworms.
4. No. They are agnostics

Because of who they are, Gnomes seem to get all the "donkey" work. They have the low paying "invisible" jobs that most others don't appreciate. Don't doubt for a minute that there isn't discrimination in the "fairy" world. A lot of them are my close friends, however and we get along great.

Well I Know of a gnome called Rajha, yes he is short and no he dose not have magical power but can grow his nose to extrem lengths it would make our noses horizentality challenged.
