I can tell you who to avoid like the plague!
Do not submit to poetry.com, the National Library of Poetry, Famous Poets. These are all well-known scams.
Before entering any poetry (or writing) contest, use Google to look for information on the contest. Chances are if they are a scam you will easily find out this way with a few quick searches.
When considering a poetry contest, ask "What is the sponsor's purpose?" A company that ONLY runs a poetry contest and does nothing else is most likely a scam. Whereas a company that is an actual publisher with a variety of published works, or a regular poetry magazine, is more likely to be legitimate.
How much money is being offered? And how are they funding the contest? Poetry is not a big-money maker in the literary world, so be wary of any contest offering thousands of dollars for a poem. Most legitimate poetry contests are not going to offer thousands of dollars.
Also when considering a poetry contest, find out the people behind the contest and use Google Search on them. Some of the worst scammers routinely close shop and open up new "contests." Find out who is running the contest, and look up information on that person as well.

Contact your local library, some councils have writers/poets competition, I know Wandsworth council has an annual writers competition.

Poets and writers is a highly reputable magazine, and the competitions will be tough, but that site also has a link to a submission calendar, so you can see when everything is due.
