It hinges on the front door situation (pardon the pun)
One dwelling above another, each with its own front door, sharing a common internal hall, with a staircase to the upper dwelling is classed as a flat. If it has two floor it may be called a duplex.
One dwelling above another, each with its own front door with the door accessible from OUTSIDE is classed as a maisonette. It can have one or more floors.

My first property was a maisonette and it was a ground floor flat in a block of 4. 2 flats ground floor and 2 flats over on the first floor. At the time it was just another new word to market flats. It somehow at the time seemed to sound better than"we have a flat".
Just to upset you all it was in Slough and it cost £2200.
After 2 years we sold it for £4000 and bought a semi near maidenhead for £4100. Later moves have put me onto a £300000 house in the country.

Usually it is an accomodation in a block of flats or other maisonettes. It is a house up on the 3rd floor (for example) It has an upstairs in it.

a maisonette is like a 2 floor flat/apartment, which you may think is the same as a house but the difference is there is normally another one built on top. so it is an appartment block but each propery has 2 floors

Usually this describes a house built above a house, or a house built above a flat. The upper house will have its own front door, accessed via communal stairs and a balcony. Fairly common amongst UK Council houses built in the late 50's early 60's.
