You should try using this technique that I learned from a Laura Mercier consultant:
Start with a cake liner (the eye liner in a pot that you have to get wet to use) rather than a pencil.
Get a really good flat liner brush (mine is from Laura Mercier)
Slightly dampen the brush and wet the liner...careful not to get it too wet or it will run down your face
Hold the brush in your dominant hand and gently raise the eyelid with your other hand so you have a clear view of the rim of your eye (just below the lashes)
Tap on a line (very thin) keeping the brush straight across the whole time.
Repeat this process now on the top of the lashes (just above the lash line....not too far up)
They key is keeping the line nice and thin and doing the top lashes on both sides of the lash line.
This is called "tight lining" and it really makes the eyes pop without giving you the heavily made up look. I suggest using a navy blue if you think black is too harsh, or an eggplant color. It's not so much the color as it is the application. If you have trouble with the technique go to the Laura Mercier counter and ask for some assistance with tight lining.....they'll know what you mean and can get you the right tools for the job. you didn't mention whether you have light or tanned skin, so i am going to assume that you have lighter skin since you feel black may be too harsh.
you could choose a taupe colour which would blend in with the creamy shadow, but isn't too harsh for your blue eyes, but at the same time, suit your dark hair. a bronzy colour would also be nice for the evenings.

Dark brown, espresso color.
Try an eye shadow and an angle brush vs a pencil. That way the line doesn't look so harsh. You can smudge and 'pull the line out' without looking cat eye (unless that's your thing, which can be VERY cute on the right person btw)

I would either say a dark brown or black - I do realize that you said black may be too harsh, but as long as you keep it even, defined and don't put too much on I think black can look very sophisticated and clean looking on any skin tone.

I think that a light blue or purple could work (at least it does for me, and I have blue eyes too) You could also wear some mascara, to make your eyes appear bluer and deeper, and some silver smudged eyeliner would go well too. It also depends on what you are wearing.

Black is the best colour ever, but if you don`t like it to harsh you can make it in fine lines and difuses the line with a swab, it will gona make a soft and nice shadow showing up your eye colour.

in case you do have enormous eyes then black could be great, you dont choose to apply too lots because of the fact it could surely make your eyes seem smaller. in case you elect to augment your eyes you are able to desire to apply black on the better eyelid, yet use a brown on the decrease lid into the lash line and make larger fairly outwards. With dark hair and blue eyes, I think you will look awesome with ash/grey eyeshadow. Make your eyes smokey.
You will look gorgeous with fair or tan complexion.
To make the eyes smokey. Use grey and ash combination.

try a brown eyeliner! blue eyes are great with brown.and for the evening, black eyeliner is definitely the best choice!

you should use black or blue eyeliner. blue eyeliner would reflect ur eyes and it would look really nice. black would match with any color you put on ur face.
