Sounds like you are talking about a passive aggressive behaviour pattern where aggression comes out in indirect ways.
This is often when someone can't directly allow themselves to express anger to others and it comes out unintentionally or even unconsciously as a nasty remark or hidden in humour and jokes.
If this behaviour is shown by the same person repeatedly to a variety of others then it could be seen as a passive aggressive trait.
If it is a single example then it's something about the relationship between the two people it involves.

jealous
want to look better at your expense
you might be a kind person (easy target)
they are sarcastic
many, many more.
Bottom line, stay away from them. Or get tough and give it back.

well as a manager we were trained to always give positive feedback along with negative. no one wants to feel like they are being attacked. you have to see the good someone does as well as the bad.
