The IP address is not determined by where your computer is physcially located. It is determined by where the company that owns the ISP is incorporated. If you have a "french" address, it means that the company that owns your ISP is located (or at least incorporated) in France.

It is not uncommon for an ISP to be in a different area, country, or even hemisphere for its users. I have a friend in South Africa we is using a British IP, because his ISP was incorporated in Britain.

Have an IP from somewhere else is not a sign that your computer is under attack or being spied on.

No is not. Your Internet Service Provider buy a range of IP`s and then give it to the customers. Also you can have a proxy. You connect to a server that have an IP from France. When i`m looking to your ip i see you in France and not in UK. You can change you IP with a proxy from what country you like, that doesnt mean you are in danger.
