According to experts in the field of pyschology and speech...this "lisp" (for lack of better word) is "affected". Meaning, some of the fem gays who speak like this actually "practice".

they do it to fill the stereo type im all kinds of homosexual and i talk normal my friend talked normal till about 8th grade then he just started talking with a lisp to be funny the funny thing is now he stuck talking like that
so sometimes its natural and sometimes its just fabricated
