Anywhere except Türkiye. No need to built a city like palm/dubai becoz every coasts are paradise in Türkiye.

the north shore of long island or somewhere near block island. the real estate alone would sell for in the millons. not the same way they did it but i'd use stone and rocks instead of sand like the kansai airport.

the best places with areas near tranquil beaches. not near earthquake zones. uae still has lots of places to be exploited.
