I think that the underclass is promoted for a number of reasons:
1. Their existence frightens Middle England who then tolerate oppressive legislation that gives the police excessive powers and removes civil rights.
2. International capitalists (Those whose race or religion gives them no loyalty to this country) require more people to boost the profits of their retail outlets. Given an extra £100 per week, a comfortably off family will spend no more in the supermarket. Take away that £100 in tax and give it to a family on benefit and much it will end up in the supermarket tills.
3. No major party has the guts to stand on a platform that reverses the last 50 years of socialism.
While I have not addressed the question directly, I think that I have outlined what I believe to our government's strategy in which Class A drugs form a part.

The British Government do no such thing, and what way would you prefer the benefit system to be set up, would you like it to be easier for scroungers to get more out of the system, I think it should be made harder, I have just read the stats for the benefit payouts in the UK, it appears that Muslims are top of the list for claiming benefits in the UK, and before any one starts on about having a go at Muslims, STOP, I am only quoting the statistics.

The only way the poor will ever manage to change their situation is to get off their ar5es and work hard, like us other ex-poor beggars who now are off the poor registers (just).
I can see why the benefits system was setup - to help out during periods of need, not all the time - but once people get into benefits it's easier to sit on your ar5e and get Sky TV, nice car, time on your hands without doing anything useful. Lack of pride is the cause.
And they always blame someone else - I'm here to tell you there's loads of work out there, it might not be exactly what you want but you have to start somewhere. The poor that stay poor choose for themselves - it's no one elses fault, even though the government are rubbish too.

Now that is a peach of a question.
I also believe a lot of the drug problem is because the GOV has an agenda with this that does not include helping in any real way these people. I have had some contact with this area and even the cure places are working on shoestrings applying band aids in the shape of either pathetically bad counselling or replacement drugs like methadone for example while of course completely ignoring what is really going on.
This I believe is a deliberate way of keeping the obstreperous peasants down, the peasants that are still doffing their caps are left alone to doff caps.
Benefits keep people on benefit that is the point to some extent, poor disenfranchised working class mothers are to breed the boys are supposed to join the army and die.
Well no change there then.....

Drugs are imported by individuals with low morals in order to make themselves rich at the expense of others. The government spend hundreds of millions of pounds trying to PREVENT drugs from entering the country, or do you think all those police officers, customers and excise people, sniffer dogs and so on work for free and put their lives on the line because they're bored?!

Who says only people on the 'lowest rung' of society take class A drugs? I think the enormous cost of drug abuse to society in terms of crime, health care, benefits to the dependents of addicts etc make your suggestion extremely unlikely. As for the benefit system, it was designed with the best of intentions to help those unable to help themselves. Unfortunately the system has been widely abused.

Drugs crime is the root cause of most crime in this country. Crime rates are going up. This has an adverse effect on the Govt's performance figures, and gets them voted out of office.
So why would they turn a blind eye to drugs? It's just that there are so many irresponsible people taking drugs out there - of their own free will in the first couple of instances - that there are not enough resources in the UK to keep it in check.
The notion of police officers sitting on people and pumping them full of drugs so that they become addicted is novel !

There has to be incentives to be rich because if it were the other way around the world would die out as people wouldn't strive for anything. People who smoke and take drugs are low IQ people and it is so difficult to help them as they want instantaneous pleasure and can't be bothered to put in effort. UK is such that no one who puts in sustained effort stays poor.

No-one has a "place". It's up to the individual to make of themselves what they will.
The benefits system is intended to take care of people who cannot take care of themselves but too many people prefer not to work and to claim benefit instead, people with no pride or self esteem.
Don't forget, our poor people aren't dying of hunger.
