The best way to do it is to go to Documents and Settings in Windows Explorer, then and copy the Favorites folder under your user account either to a floppy or to a CD with any other files you want to save.

I will not recommend to start using firefox, because that is not what you are asking. I would however not install IE8, You will regret it. STick to IE7. Internet Explorer 8 seems to give lots of askers problems and are asking for help how to get rid of IE8. I only use IE7 for updates. I do use Firefox 3.0.10. I think it is safer. Whether it is faster or not I do not care. The difference would then only be a couple of seconds.

Just go to C: or D: where ever your windows directory is go to the directory called "Documents and Settings" then the directory that carries your username the copy the entire directory favorites on a flash drive or so
then on the new hard drive put it in the same place overwriting the one created

I think the best thing to do is to save them online, that way you can always access them no matter where you are. You can also export them back on your new computer
