The rules of fielding restrictions is that there is only two fielders allowed in the outfield when the ball is balled.

After the ball is balled the fielders can move out of the circle freely to either take a catch or chase the ball.

Power Play only restricts the field placing before the ball is bowled. After the ball is bowled and if the balkl is in the air, the batsman and run and catch the ball in any area within the boundary and the batsman will be out. It is not necessary that the ball should bne caught bythe fielder in the inner circle only

There is no restriction of fielding after the bowler releases the ball. If the fielder was already fielding outside the restricted area and not came earlier in the notice of the umpire and opposition then only the batsman given advantage.

Fielder's foot should be in the circle till the ball is bowled.Once the legal bowl is bowled it doesn't matter if his foot is on line or anywhere else.

he is surely out as the law says that the fielder has to be inside the circle before the ball is delivered. If he is catching the ball with a foot on the line it is surely out.
