City or county tax records ahould give an actual year. Look for when the taxes increased markedly, showing a change from a vacant lot to a residence. Look for the building permit at the city or county. If the house was built with installed plumbing, (not added to a really old house,) lift the lid of the toilet and look for the date it was molded. That will be accurate within a year or two.

The document you are looking for is called an "Abstract of Title". It is a history of the property that may go back over a hundred years or more depending on record keeping in your county. This used to be a document that was included in the paperwork received during a real estate transaction but, due to the cost of duplicating and storing them, most have been saved to microfiche and can be found at the county recorders office. You will probably have to pay a fee if you want a paper copy.

What on earth has the age of your house got to do with your council tax-surely it is a value (sic)based tax.

If you don't own it and don't have the deeds then you'll have to contact the Land Registry.
