I think it has todo with the phone companies, that they can track which phone you are calling and charge you accordingly if they recognise it as a mobile or land line.
Howver, not all mobile phones start with the digit 9, it is different for each country to differentiate; in Australia, they start with th digits 04

It depends on the nation/continent's telecommunication body to determine a usable prefix (which can be more than one digit) and a block of secondary prefixes (one to two digits) for different carriers.
After the prefix of a mobile is chosen (to distinguish it from fixed line numbers) the nation's international prefix is also added. So perhaps your country of location has an international prefix of 9, or the telecommunications body governing your carrier has determined to use a prefix of 9 to indicate cellular calls.

It depends on the frequency band mobile service provider is using. For example, Tata has the lowest frequency in India, so it starts with 92, then comes the Reliance it starts with 93, then BSNL, and then all the private GSM service providers.
So the number depends on frequency band, in UK numbers starts with 7.

thats for categorizing the type of line. Like mobile nos in my country starts from 079, landlines are 020, pager 076 etc
