Kaliningrad Oblast is the Russian exclave between Poland and Lithuania on the Baltic Sea. It's capital is Kaliningrad. The people there are just as in other parts of Russia, except in Kal. there are less turkic people.
Here is its flag (oblast flag):

Recently, there were news going around about giving that land back to Germany, but I don't think that's gonna happen. It is just a small compensation for what we suffered in WW2.

It is an enclave and it's more like Alaska for the US - a regular administrative area (region or "область" in Russian) of Russia without any special political status (it does have a special economic status - a free economic zone). Historically it became a part of Russia after the WW II. Before it was called Koenigsberg (the town of famous philosopher Emmanuel Kant)

It is currently a "Russian Enclave", for its flag and history check wikipedia, its capitol is named the same as the "country"
My impression is that it is more like a territory (like Puerto Rico with USA)
