Anybody know a way to get the number 23 out of the numbers 1 9 8 9 1 2 1 3?

[(1+9+8+9+1-2)*1]-3=23

Or:
[ (9*9*1*1)-1) / 8 ] * 2 + 3

Or:
[ ( 9^2+9 ) / 3 ] - 8 + (1*1*1)

I'm sure there are a lot of different ways. Seems silly.
