You could pick a specific store toward the edges and meet in front of it at a certain time. Might be better than meeting out in the middle where there is a massive crush of people coming and going.
There is a big TV screen in the station, above track 11 I believe. Would give you something to do (watch it) while waiting to meet in front of it. Here is a pic

I think it is far better to meet at the Thames river which is the larger of the two landmarks and thus easier too find. Also Victoria station is a bit on the crowded side except if you plan to meet at three in the morning. Conversely, the only thing you'll see on the Thames are a few boats so it should be a lot easier to spot your boyfriend there

The Wetherspoons pub - upstairs and right in the middle, between the 'Brighton' and 'South Eastern' platforms. Drinks and food will be cheaper than anywhere else on the station.

Come up from the underground & meet by the outgoing trains to Kent, etc. I think there's a big clock there, so look for that.
