which plug is fouling?
is is fouling with oil? fuel? water?
if its oil and you are not ready for major repairs switch that plug to a hot plug. ask at your parts store for the hotter plug
if its fuel check / replace fuel injector.
if it water replace intake manifold gasket

I'd almost guarantee if you're fouling one plug with oil, you have either a bad valve stem seal, excessive clearance in the valve guide, or bad oil ring on the piston...

Best guess is a bad valve stem seal, or worn valve guides. Pulling the head, and having it reburbished at a machine shop will likely solve your problem.

Perhaps oil or something that doesn't belong is making its way into the cylinder head.
