It sounds like you might have a case of phimosis, a condition where the foreskin's a bit too tight to pull back easily and comfortably to expose the entire glans (penis head) during an erection. It's pretty uncommon, especially by your age. There are things you can do to "fix" this and loosen your foreskin before you go in and see a doctor. The first thing you should try are called stretching exercises. See links 1 and 2 for good detailed instructions on what to do. It's best to do these exercises after a bath/shower when the skin's most flexible. Do these exercises for 10-20 minutes every day for a month or so. Over time, your foreskin will loosen up and you'll be able to pull it back easily and comfortably to expose the entire glans. If after a month and you see little/no progress, then it's a good idea to ask your doctor for a prescription cream that helps loosen the foreskin (link 3). If you combine the cream you doctor then prescribes with the stretching exercises above, the whole process will be quicker and easier. In almost all cases of a tight foreskin the above treatments are all that's necessary. So you can ignore any suggestions or recommendations to get circumcised, as that's just not necessary. Worse comes to worst, there is an alternative surgery that removes little/no foreskin, is cheaper, is less painful, and has a quicker recovery time (link 4). However, not all doctors know or are skilled in this procedure, so it would be important to find a doctor who's both willing and experienced in doing them. See the remaining links for more useful info. Remember, if it hurts then you're pulling too hard. It shouldn't hurt at all, let pain be a stop sign. Best of luck!

You are suffering from phimosis! Yes its a disorder of your penis in which you cant pull back your foreskin when erect. So consult a doctor in person and take his advice based on your stage of the disorder. And dont be scared as it is just a disorder! It is completely curable and in advanced stages yuou need a circumsion, that is removal of your foreskin with a small operation. Thereafter you will have a gorgeous penis!!

Condoms are always longer than they need be. This is because if they were not long then the in and out motion might cause them to come off. The in goers charlie without protection and then you start to look at prams.
The smaller tot at the end is what catches the sperm!
Just fit it and leave the excess close to the pubic hair end rolled up

Condoms are designed to have the bottom receive the semen of the male and are well designed to fit normal people. It sounds as though you are trying to substitute a clitoris for a penis.

after 1 use, you can turn those things inside out, shake, and reuse.

or the "ribbed for her pleasure" ones, I like to turn those inside out too. Why should she have all the fun?
