The Roman Empire was basically over around the 800's AD, the Holy Roman empire was formed but it's prominence was mostly in western Europe. By the 1100 the Holy Roman Empire was fractured and divided and it's real power was not in governing but in religion. The Roman empire and the Mongol empire never existed in the same space of time.

Apparently they never met, at least in combat, presumably because there was an awful lot of central Asia in between.

The idea of the Great Wall of China was to prevent the ambitious Mongols from expanding southeast into China, and apparently it did this well enough such that the Mongols started acquiring real estate to the west. This displaced all of the various tribes a bit to the west, and eventually things got to the point where the European tribes were in a position to elbow their way into Rome.
