Your question and the answers, all are puzzling, but I think your question can be reframed as what relationship exists among numbers which are in series? for example, let us take the numbers -1, 0 and +1. Here there is no confusion about which is positive and which is negative. I am sure you will agree that -1 is negative compared to 0 and +1 is positive compared to the same 0.
Now, what is 0 with respect to -1 and to +1? Or something similar, what is 4 to 3 and 5?
Now, 0 is positive w.r.t -1 and is negative w.r.t +1. Similarly 4 is +ve w.r.t 3 (by +1) and is -ve w.r.t 5 (-1).
So, the number above a given number is postive to the number and the number below is -ve w.r.t. the given number.
If you take, -1, -2 and -3, which of them is more negative? Work out yourself.

Above/ below refers to above or below zero.
The number 5 is 5 steps above zero.
The number (-3) is 3 steps below zero.
On the number line, 5 would be 5 steps to the right of zero and (-3) would be 3 steps to the left of zero.

-4 is smaller than - 2
