Here's some information on penalties. It depends on the degree of the assault, i.e. common assault, actual bodily harm and grevious bodily harm
Racially-aggravated assault (Maximum penalties)
malicious wounding/grievous bodily harm 2 years imprisonment and fine
actual bodily harm 7 years imprisonment and fine
common assault 2 years imprisonment and fine

Also, even if a racially motivated component cannot be proved, then the offence can still be prosecuted as common assault, ABH or GBH

It says that racially motivated common assault can lead to a two year sentence. It also carries a heavier sentence than ordinary common assault. In the table on my link you can get a life sentence for grievous bodily harm, so if the racial incident included GBH then they could possibly get life. This was also on the CPS website, but my link is a bit more clearer about it all.

Why different between racially motivated and any other kind of assault. Is the person any less hurt? No. It's like calling for an end to 'gun violence' when people are slaughtered by people driving cars and knives. Are the victims any less dead because they were stabbed?
Who cares why crime is committed, punish the criminal severely no matter what.
