Amsterdam, which is the Capital of the Netherlands, tho not where government is based.

Venice is not the capital of Italy btw.

There isnt one there are a number at sea level.Did anyone read this question ?.
It says capital city
It doesnt say below sea level its says lowest ABOVE sea level.

Madrid(Spain) is the highest located capital (above sea level) in U.E.

and the lowest (below sea level) is Amsterdam(Holland).

How about London- its basically at sea level...Since its in a flood zone...(if we discount Amsterdam) your question is a bit tricky or confusing...

Tricky. I would think that it was Amsterdam/Rotterdam, but I think they are mostly below sea level, not above!
