I have used a wet-dry shop vac for this kind of job. It has a hard plastic tool with a removable piece of rubber like a sqeegee. You can use a LOT of water to clean a rough floor and the shop vac picks it up leacing the floor damp but not wet. If you use soapy water, you may have to pick that up, and then rinse with clear water and then vaccum the rinse water. The shop vac is so strong that the wand will grab onto the floor if you hold it at a certain incorrect angle.
