Dude, it called a push-up bra and foundation. Use a shade or two darker foundation in your cleavage and blend outward. It makes the cleavage look deeper and thus bigger. (They do this in movies all the time.)
Also use some strategically placed padding. Chicken cutlets also work.

Obviously padded or push up bra's..
But also dress to impress too. a certain type of top will make your chest look huge where others will make it look small.
Try tops that cling to your waist but not to your chest, that way the attention will be drawn to your chest
Another good tip is wear necklace's that come to your chest.. it'll create a V shape and draw peoples eyes downwards...

A cleavage enhancing bra and a low cut shirt. Some bras come with pads that push your boobs inward and make them appear larger, if that is your problem. Just don't stuff your bra, what if you get lucky????? he he he

Us guys are not all that impressed with huge breasts anyhow. Their are more of us guys who are quite happy with a really nice body which happens to only have a set of "Bs" than we are that all women must have a set of "D's" Just go as yourself and their will be some guy who will be turned on by you (unless you are Rosie O'D)

If you have a real big tummy, hold your breath, and push it up far enough and it will look like your cleavage.

get one of those water bras, that you can pull the string on, so it makes your cleavage bigger. good luck with that.
