Well, lifting weights can make your shoulders broader, but they might never be that broad. The reason you're brother might have broader shoulders is genetics. My best friend has always had very broad shoulders forever and s barrel chest. I used to have smaller shoulders, but a few years ago I spent time doing a lot of pusups and dumbell flys, but at the same time my body filling out into its adult form, so my bone and muscle structure became broader from physical maturity as well.

You might not have the same frame as your brother. I've worked out most of my adult life and I'm not nearly as broad shouldered as my brothers. One never works out. I'm 5'9" and they are at least 2-3" taller than me.. Got my mother's fathers frame..
Try doing side laterals, bent laterals, front laterals and some shoulder presses. Try dumb bells instead of the bar.. See it that works over the course of 3 months.

Get yourself onto beast skills dot com, it is a brilliant website containing all sorts of body weight exercises that will develop your shoulders amongst other things...
The hand stand press up is impressive as hell, as are one handed push ups, you'll be kicking sand in your bro's face in no time on these programs.
