can anyone recommend good institutions for fine arts in the USA or UK?

is there any good institutions in the USA or UK that has degree course for fine arts..

There are many such institutions in the USA and UK. A couple in the USA that I can recommend are New York University (NYU) and the Rhode Island School of Design (RISD). However, there are many good colleges and universities for the fine arts across the USA.
