GTASA is the best out of the three choices. GTASA has more things to explore than GTAVC. GTASA has more weapons that are accurate and strong. In GTASA, you can steal and ride a train and fly lots of aircraft, but in GTAVC, it is not.

well the GTA series is nice,but between vice city and san andreas i'll choose san andreas
