As this is a UK & Ireland site, I take it you're in the UK.
HM Land Registry is the place - go on line. As I recall, you have to pay a small fee.
References to clerks & zoning commission are irrelevant.

They have a web site which costs you £2 to da a search, I have never used it but I have attached the link for you.

You go to the county clerks Records department, with address and look up your address and see who the land is deed to, or use reverse address check on your computer, believe this is a paid site.
Try 1 or both, you will find ur answer.

I'd start at the court house. I'm seeing everyone say land registry. I guess. I'd start at the zoneing comission. they will lead you in the right direction. Be humble, you may be infringing on someones privacy. Maybe they don't want you to know.
