Elders, (mostly married ones) give hong baos to them b/c they are giving luck and fortune to the younger ones who usually don't have or make as much money as the older ones. It's almost like they are taking care of them like a elder sibling/parent would take care of a younger sibling/child. It's just part of Chinese tradition.
