how do i make sound with batch files? like how do i start to play music in a batch file with out opening windows media player?

Please help...

You don't... Not without calling some sort of command-line player program any way.

I do not know of anything you can easily do that will prevent the speakers from working and only allow headsets or restrict how loud the speakers may go. It is possible to write a program that would control the sound volume. I do not believe the program could lock the sound control options from other programs. The program would have to check the settings maybe every couple seconds and lower it if it was raised again. In order to accomplish this it would have to be a windows service. In addition, the program would have to run under a system account, similar to anti-virus software so that it could not get disabled by your teenager. Although, I do not know of anything like this that exists.
