You normally wouldn't do this as the amount of time for either goalie to the bench is going to be close to the same. We're not talking 5 or six seconds. probably less than half a second difference.

Goalies are usually the best skaters on a hockey team. Especially during Junior and younger levels of play.

You also wouldn't want to bring in a goalie who'd been sitting on the bench all game just to ahve him race to the bench. If the other team got control of the puck before the goalie could get off and he was forced to make saves the fact that he was playing cold after sitting for 59 minutes without any warm up could spell disaster.
Your other goalie being warmed up and stretched out from playing the whole game should be able for that reason alone to beat the other goalie in a skate to the bench

The win or loss is decided by who was on the ice for the game winning goal or the game loosing goal. So yeah, if they are down by one, then it is your first goalie's loss.

Some teams do this. Say your back up goalie has a lot of free time on his hands so might as well practice his getting off the ice fast skills. Or your main goalie is hot with good style and great reflexes, but is really starting to get old, and you don't want him pulling a groin rushing to the bench.

You can change your goalie. I've actually heard of a couple of announcers talk about it. The goalie who was replaced would still get the loss because he gave up the game winning goal.
