Josh is close but incorrect

1 km. is 1000 m. So 60m is (60/1000)*100 % of a Km. = 6% of km.
Similarly 650m is (650/1000)*100 = 65% of Km.

1 litre is 1000 ml. So 3ml is (3/1000)*100% of a litre=0.3% of litre
Similarly 10ml is (10/1000)*100 =1% of a liter

And 1centimetre =10mm. So 35mm is (35/10)*100=350% of cm
Similarly 40mm is (40/10)*100=400% of cm

There are some small changes but all answers are correct now.

1 k/m is 1000 m. So 60m is (60/1000)*100 % of a K/m = 0.6% of k/m
Similarly 650m is (650/1000)*100 = 65% of K/m

1 litre is 1000 ml. So 3ml is (3/1000)*100% of a litre=0.3% of litre
Similarly 10ml is (10/1000)*100 =1% of litre

And 1centimetre =100mm. So 35mm is (35/100)*100=35% of cm
Similarly 40mm is (40/100)*100=40% of cm

Hope this clarified things.
