Hard to decide. I will say Hong Kong. You get everything you want here for whatever price. You can find expensive things as well as cheap things. Public transport is amazingly efficient, in less than 1 hours you can be in the country side, away from noise, ppl, pollution or on a great looking beach (Sai Kung).
True, Central is polluted, crowded and noisy.
There is great architecture (HK and Shanghai Bank, same guy who did the Pyramid in Paris, Pei, China Bank...Central Plaza).
all shops are open until quite late, and even at midnight there is still tons of things to do.
What isnt so nice is the very low social help if you cannot afford insurance or have no children to care for you in old age. People are overworked (and dont say Chinese like to work, everyone loves a holiday, there just isnt a chance with bosses forcing employees to strain themselves!). But if you work hard, you have a chance of making something of yourself. Not exactly true anymore in Europe or France where as soon as you get out of the slums you are put down for being a snob or something!
The weather is great, nice and hot in summer, nice and cool in winter with the best being october.
The Festivals are full of fun with great fireworks.
Its the city of the Future, following with Japan.
You do get racism, more than Singapore but hey! what do you care aboiut ppl who do not know you and are shallow?
Its an extremely safe place to live in. Even for a female at night, extremely low risk for getting attacked. You can wear what you want, no restrictions. Just respect others, and you are fine.
Food is very much varied. Any type of foods can be found and at reasonable price.
Jewelry is very cheap compared to the US and Europe. Can even buy 24K for investment.
Cars are expensive, but who needs a car when public transport is convenient.
People dont degade public property and are respectful of parks, monuments.
If you are a non-chinese female you may have trouble living here if you are single (woulndt recommended it if you are married either...husband may turn!). Its very hard to find a partner here. All men want Asian girls. Even if you speak the language, local men will find you too "scary" to even approach and id they do, they might just do it for curiosity, but wouldnt consider you.
If you are a male...then everything's good!
For kids, there isnt that much outside sports available and when there is its expensive. That is a drawback. I guess its best for grown ups only.
Hong Kong is the City! Its takes time to like it, but once you do...you always will. :-D

New York, London, or Tokyo.
There is a world group that makes this decision based on many factors. I love the world of my city. But I wouldn't want to convince you its the BEST DAMN CITY IN THE WORLD because that would be a little biased and probably not true. But I still love it.

Redlands, Calif...a great place to live...we have the most millionaires per capita then anywhere else in Calif. We are 35 minutes from Palm springs, 40 minutes from Big Bear, 45 minutes from Disneyland, and 50 minutes from the beach! We have sun most of the time and great weather the rest of the time......Southern California is wonderful but Redlands is better....we are small but sophisticated!....

I dont know about city, but county. Then it would be Orange County, we have Disneyland and their isnt alot of crime here. And New York City, and L.A.
