USA understands that the best of the students, from all over the world, come to US Universities .In the process ,the students stay for 4 to 7 years.During this period, these students can be easily evaluated for their worth. Those who are found to be brilliant, are retained. They contribute to the USA economy in due course.

Consider that this is an elaborate selection process to pick up bright students from all over the world. The associated cost is paid through the Universities. It is too low for such a selection process.

UK Universities are still living in the Victorian era ,when Great Britain ruled the world.UK does not realize that very few really want to study in UK and fewer bright fellows want to live in UK.
