About half of the accepted students are based solely on GPA and SAT scores. The rest are a combination of everything: GPA, SATs, extracurriculars, application essay, etc. Also, for every college the most important year is Junior year, and the UCs only look at the GPA of courses that are considered academic (History and Geometry, not Phys Ed or wood shop.)

So, you should try to bring up your GPA, especially in honors and AP classes; be prepared for the SAT, which you can take more than once to get better scores; get involved with extracurriculars, or volunteer work. I think your GPA is a good start.
