Unfortunatly the power to rule others is related to the need to be able to choose and do and be and exist. To do so in a world as it is today means also to make sure nobody can ever interfere with that. And there are many incapacitated children with illnesses and things that make it necesary... for them... that something is big enough and powerfull enough to gaurantee them some element of safety... for some that means... if they have to... having enough power that never will the advances and other good things available behind the curtain of consumptive vices that came with this super power get interfered with.

It's kind of a play on words, if you can, then you do. Like any country can blockade another country's seaports, if you can do it, then it's legal, if you can't do it, it's too bad. If you are ruled, then you are ruled. What's the problem?
