Peacocks shed their tail feathers every year when moulting and grow new ones for the next year. People who keep peacocks harvest the feathers from the pen where the birds are kept. They do not pull the feathers out of live birds, they don't need to. There is an automatic supply each year which doesn't harm the birds at all.

In the United States, it is technically illegal to have the feathers of any migratory bird, except for those that are legal to hunt. In the U.S., the law is written so that is illegal to possess the feather, no matter if you killed the bird, or if you found a feather on the ground. I believe this is because it is impossible (or very difficult) to prove if a feather fell naturally or was pulled out. There is no way to tell if a feather was pulled from a live or dead bird, feathers are made of inert material, and once they stop growing, there is no more blood supply to them.
