Usually, but not always. Sometimes my lousy Cingular phone would ring once or twice on the callers end and then go to voicemail even though it was turned off the entire time. Sometimes it would ring many times and never go to voicemail, but if you would hang up and call right back and it would go directly to voicemail.

Yes. Always. the phone is off. The only time it wouldnt ring first is when it is off (intentionally or out of charge).
