My OS is Windows XP Pro. and the IIS version I have is V5.1

Maybe you are using some application that isn't functioning. Delete all lines and run some simple line like Response.write("oh darn!") and check it out. or just reinstall IIS. it usually solves all problems

I think IIS is not installed in your pc.....
