2) Should government money (federal funding) be used to pay for implantation of people who cannot afford the surgury or who do not have insurance?

Well.... 1) Yes. If the Feds don't finance it probably no one else will because it will not be a big earner.
2) Federal funding should be used for implantation surgery because then they can get a job and be more productive citizens. They wouldn't have to be on SSI possibly if it is a good enough recovery to live a much more normal life. I think anything that can help someone that is handicapped, such as someone that is totally deaf, is a good investment.
