Drink a lot more water--you are dehydrated, which happnes a lot in the winter with dry heat. Ointments are soothing but the way to actually heal is to drink water regularly, all day every day.

Try and exfololiate your lips to get all the dead skin off of them - I know it sounds gross. It really works though - I read it in Cosmo and tried it last winter when my lips were all chapped and the next morning they were so much better. Use a toothbrush and rub your lips gently to get all the dead skin off and then coat your lips with some sort of medicated lip balm.

The best way to heal chapped lips are to use either vaseline or blistex or a good cocoa butter lip balm all does great....

Theres a medicated chapstick called Carmex, its the best thing for very chapped lips. It comes in a tube, stick or a pot.

before you go to bed either use your tooth brush or a warm wet wash cloth to scrub your lips free of dried dead lip skin, (depends on how sensitive your lips are)
Then apply a good lip balm or Vasaline, on kinda thick, (thicker than normal) and go to bed with that on. It will condition your lips while you sleep. Then during the day remember to apply lip balm or mostruizer frequently.
And remember DO NOT lick your lips a lot expecially when you are out in cold weather. This is the worst thing !

Just buy some high quality lip balm. Burt's Bees makes great products, I just bought a tube of lip balm today and it worked well. Plus you can buy some that is like lipstick but still works just the same.
