if you have a house that has central air but only uses radiators for heat, could you install a central heater and hook it up to the same vents that the a/c uses? how would you make it so that you don't have to use radiator heat. hvac system?

To give you a little better answer, you have two approaches. You can install a typical heater (gas or electric) or replace your AC with a heat pump (more expensive up front, but saves on electricity bills if you don't have gas). However, it's quite likely (got to check with an HVAC guy) that you can keep your existing boiler and hook it up to the forced air system. That will probably be the cheapest approach, long term, if you have a newer boiler. If your boiler is old and about to go kaput, I'd recommend getting a traditional forced air heater or heat pump.

You certainly can use the a/c ducts and vents for a forced air heater. The radiator system can be removed when the forced air is installed.

Yes. It doesn't violate the laws of the universe or nothing, just the laws of common sense. Ideally, heater vents should be located on the floor since heat rises and A/C vents on the ceiling because cool air descends. However, it is cheaper to use the same vents and most people can't tell the difference because they don't have a frame of reference to compare it to (same house wired efficiently vs cheaply).
