Put whatever achievement you've proud of in your resume. If you feel ashamed of the acheivement you stated above, it's best not to right.
Your resume is like a summary at the back of a novel. Ticket to promote and market yourself. If your interviewer find that your cv is attractive, they will not hestiate to call you for an interview. So bring in the excellent ones, and throw away the bad.

Boy Scouts is an anti-gay group?
It really depends on what kind of job you are applying for. A lot of companies and positions (generally very specific jobs: film editor, C++ programmer, etc) don't care about anything besides your experience in the line of work they are hiring you for. So if you are going for any of those types of jobs, leave it out.
How much are you willing to "sell yourself" to get this job? Do you know anything about the person who would be doing the interview or any information about the company?
If you are ashamed of being associated with boy scouts, you should probably leave it off, because they may bring it up in the interview.
If you know the big wigs in the company are anti-gay people or boy scouts enthusiasts, and you are willing to "stretch the truth about yourself" put it on there you will have a better chance of getting the job.

resumes- to get hired .. for work beliefs are to be kept out .. work history and places u worked thats it.. they read half the front page to see what ya can bring to the table for them no bias inuendos remarks etc on it!!
