Not the way fema is doing it. If it were up to me I'd set a plan of how and where homes,stores and schools should be. Then with fema funding, I'd bring in the Navies Seabees. That would take care of that. That's a job for the experience Seabee's.

No it does not and it probably should not. It lies in a natural desastory alleyway which will be hit again with anouther Katrina eventually. Should it be rebuilt? Yes. Should it be rebuilt to it's former self? No.
