Plug your telephone directly into the "test" port on the outside telephone box and see if the problem persists. The port should have a short phone line plugged into it already when you open the box up. Unplug that and plug your phone in where the short plug was plugged in. If the problem goes away, then it would appear to be a problem with the lines running into your house.

If the problem remains, then it is a problem with the lines between the street (power pole) and your house. Either way, your telephone company should come out and troubleshoot/repair it for you.

Just know that once you plug the phone directly into the outside port, the rest of the phones lines in your house will not work, only the phone you have plugged in.

Could be an exposed line underground that is getting water in the lines after a rain, or it could be a loose connection in your lines.

the next time you check your landline from your cell phone and you hear on the cell "ringing" but looking/listening at landline not ringing
leave a msg if it goes to voicemail, date/time and calling from cellphone inside my home

if you have a buddy with cell phone, use his to call your landline
yours to call technical support and get them to check your line
they will be able to check ring-back

also ask them to shut you down and fire your line back on again
and / or re-set your voice messaging service

sound like an intermittend relay
really dusty contacts

It's a loose connection, check your phone and your jacks
