It really depends on how you want to move the money. All the exchange rates you see posted on websites are generally the 'bank rate'--the rate that banks pay when they exchange MILLIONS of pounds or dollars. If you just had £19 in your pocket and want to convert, you would pay the 'tourist' rate + an exchange fee (probably) which would amount to a few £s or $s depending on where you did the exchange.
Your credit card will pay a rate closer to the bank rate, but then you will likely be hit by a 'foreign currency transaction fee' which can amount to about 3% of the transaction.

in the time u asked this you could have gone to google, typed in currency converter, accessed one, typed in £19 and then got it converted to dollars.
