Clic start->Run-> Type msconfig->OK now click on the startup tab and click on Disable all, if you have norton antivirus look for ccapp in that list and check it or if youhave Mcafee look for any thing that start with mc and check em all meaning we have to leave your antivus application checked and rest all the things to be unchecked now click apply and click on close and click restart, wait until the computer restarts if the system wont restart hard boot it and when it comes back to the desktop you will get a message click on dont show this message again on it and click ok, now from here onwards your computer will turn off with out any issues in the normal way.

Try logging out first then at the login window click on the shutdown window. that way while logging out your settings are being saved. if you do not have the shutdotwn option at the login window then manually shutdown the computer. Or better yet just explore your windows and look for that shut off option. its fun if you have nothing to do. I did and I reconnected my wireless network connection to the internet and I am not the kinda guy to do that sorta stuff, whew. thank goodness and GOD.

I use Ubuntu Linux but with Windows the best way to do it is by closing all your pograms and then you just have to switch it by the power button. If that doesn't work turn it off at the wall. Normally that wont do any damage.

Do you have your windows disk? If so, go to the command prompt,( start, program, accessories). when it opens type sfc /repair (notice the space between the c and the /) It will tell you to put in your windows disk. This will fix corrupt files and replace missing files in windows. This usually takes about 30 minutes.
SFC stands for system file checker

Try pressing an holding the power button until it clicks off, it shouldn't give you an error message when you turn it back on.

Hold down the power button for 5 seconds or more and it will probably go off, my pc is the same way, this is why I like macs more... :-D

I think you may have something running in your background that prevents the computer from doing its job
a free download is Ad-aware SE from Lavasoft -
install and run - and quarrantine whatever it finds
I ran mine two days ago and found 45 - today when it ran slow I found 15 more - and we're up and running again
