I see evolution happening in our world today - but you must remember that any major evolution will be seen by the existing population as wrong or unhealthy.
If you consider the fact that 1 in every 150 kids in America today has been diagnosed as Autistic (born of "normal" parents - unable to detect until they are between 1 and 2 yers old with no consistent pattern inside a famiy even) we must consider that this is not an epidemic, but an evolution in humanity - and there will be problems in the beginning as the new tries to integrate itself with the old.
Consider that selective population control could sink humanity into a stagnation that we could not survive. Many autistic people adjust to society by the time they reach adulthood - but their altered neurology may be the very thing needed to get us into space. That is the way to lessen the pressure on old mother Earth - let's expand to other planets and new horizons rather than guess and prune our species.
Perhaps their differences will provide the key to living in on a warmer Earth or something utterly important. Population control is not the answer.

Wow, until your question, I didn't think I would be on the fence with this one.
While I do agree that survival of the fittest is the reason for progressive evolution, ie, the die off of weaknesses such as Anna Nicole Smith (sorry, had to....), and diseases brought on by physically and mentally challenged, I would have to say that killing MY unborn child, for me, would be a total no, no. However, the killing of an unborn child if someone else were pregnant, is ultimately, their choice.
If a woman were raped, and by a family member, I don't know that that person should continue its course of life, but do we have the right to choose if it dies? However, I believe if the mother chooses to let it live and gives birth, that one day, it will die for some other reason, i.e. degenerative disease due to birth defect, society's unacceptance of the child, etc. It's a terrible thing to want to happen, but it's not likely that the child will live a normal life.
I have to be honest, but this is where I find myself seated on the fence. I mean, this is a life, but then again, it's going to get shot down in the course of its life, one way or another. This is just the way this world works.
Just keeping it real...
Additions:
Why do you need an implant when you can have a vasectomy/tubal ligation?
Implants get rejected by the body, or the body forms a protective barrier between the foreign object (implant) and the body.
Just more thoughts....great question, though.

well you cant just let all the people with college degrees survive, because you need laboring classes. you also need artists and philosophers. kings can be born from paupers. lets say you killed all the paupers and left only kings. all those kings could have 8 generations of paupers. nature strikes it own balance. and it has its own methods, like disease.
dont freak out about resources. in my own life, i have known people to freak out about resources dwindling. first of all, we live in a wonderful age with so many resources and possibilities for almost everyone. why are you worried about things that are past your lifetime?
how about this, if you have a cup of food and a lot of bugs will eat what is inside. if you shut the lid, then they wont have oxygen and they will die. why cant people accept the life of this planet and man has an end?
if you want to do something, take the paupers and have them build you a fleet of rocketships designed by your kings and lets find a new land if you want to defeat death.
