People made it, for crying out loud. The American sculptor Gutzon Borglum designed the Mount Rushmore Memorial and supervised most of its work, and the project was the idea of Doane Robinson, a South Dakota historian.

It's a good question. The four heads were there and two of them were even recognisable as American presidents before they were carved by humans. This is presumably what gave them the idea of carving the heads there.
