The police and the IRS if this is true and you have proof. You can't go by just what someone else told you. Make sure you know for a fact before you accuse someone of a serious crime. Being an excon has nothing to do with making a person guilty. It is whether it is true or not.

Call your State Attorney General with the information; speak with someone and make sure you get that person's name (and time of your call). IF nothing is done, try calling the "Bunko Squad" of the Police Department (again, get the name of the person you spoke with, time and date and outcome, and keep this). IF all else fails, call up one of the TV Stations and give them all the information. Keep calling different news stations until SOMEONE pays attention!

I think a call to the local police dept will be a start. They can find out if he is on probation, etc. If he is stealing, just call and report that and let them figure out the rest.
